tetherは「縛るためのロープ」のことで，the end of one’s tetherはそのロープの端ということですが，上記の意味で使います．

以下のようにatやreach, come toを付けて使う場合がよくあります．
be at the end of one’s tether「（人が）我慢の限界にある」
reach the end of one’s tether「（人が）我慢の限界に達する」
come to the end of one’s tether「（人が）我慢の限界に達する」

「英会話例文」
