swiftは「敏速な」という意味の形容詞ですが，それにtheを付けて「敏速な人」といった意味になります．

The race is not to the swift, nor the battle to the strong.で，「敏速な人(the swift)が競争(race)に勝つわけではないし、強い者(the strong)が戦い(battle)に勝つわけでもない」といった意味合いです．
